All projections suggest that these gains will continue into the new millennium, although not usually fast enough to achieve the ambitious targets set by the MDGs. Neither the goal for income poverty reduction nor that for lower mortality will be met in the vast majority of countries.

Although most sources report results at the regional level, it is preferable that these regional aggregates be based on country-level projections using country-specific data and parameters. This is not always the case. All methods are of course dependent on the quality of data used. 2 There are also exceptions to the general increase in data availability, such 22 Howard White and Nina Blöndal as maternal mortality and literacy, for which data are less reliable. Moreover, even where data are good, there are frequently groups missed from the data, notably those not in fixed households (nomads, street children, those in institutions, and so on).

A1) allows the parameter values to vary between countries/regions. A1) identifies the three potential sources of differences in projections. Different model specifications (sets of X-variables) are now discussed in turn.
