At certain times, most notably during the Japanese Occupation, state control over the movement has been extreme. The state has also sought to influence the agenda of women’s organisations, one of the most obvious examples being the New Order’s imposition of ‘the role of women in development’ and in particular its mobilisation of women behind the Family Planning Programme.
