There are gender-specific capacity failures in all public institutions targeted for reform. Public expenditure management systems fail to acknowledge women’s needs or distribute budgetary resources equally. The civil service or judiciary may be dominated by men antipathetic to gender equality.
Yet there is no simple relationship between public spending and outcomes in terms of poverty reduction. A key intervening feature in the struggles to develop effective systems of risk reduction for poor people is the institutional character of the state. Democratization depends to a significant extent on the consolidation of state power and the institutionalization of political contestation within elites and between elites and other social groups (Rueschemeyer et al.
